On April 27, the review meeting for the compilation of the Shanghai Engineering Construction Code-"Technical Regulations for Fuel Cell Vehicle Hydrogen Refueling Stations" (revised), approved by the Shanghai Municipal Housing and Urban-Rural Construction Management Committee, was held in Pudong New Area. The meeting believed that under the national carbon peak and carbon neutral strategic requirements, Shanghai is actively promoting the development of the new energy automobile industry and the construction of new infrastructure such as hydrogen refueling stations. In February 2021, the Shanghai Municipal Government issued the "Shanghai Municipality’s Implementation Plan for Accelerating the Development of the New Energy Vehicle Industry (2021-2025)", proposing that "the total number of fuel cell vehicles exceeded 10,000, and various types of hydrogen refueling stations were built and put into use. 70 seats, to achieve the planned goal of full coverage of key application areas. Shanghai's hydrogen energy and fuel cell vehicle industry has ushered in a major historical opportunity for rapid development, and has put forward higher and more scientific requirements for the construction and safety and standard management of hydrogen refueling stations.


The meeting pointed out that the revision work will be consistent with the revised content of the "Technical Specifications for Hydrogen Refueling Stations" (GB50516) and other national standards, and based on the characteristics of the actual application of the Shanghai hydrogen energy industry and fuel cell vehicles, Joint development of vehicles and stations; and fully consider the new trends and demands of hydrogen refueling station equipment and technological progress, such as liquid hydrogen storage, 70MPa refueling, integration of small-scale hydrogen production and hydrogenation, and digital and intelligent safety management of hydrogen refueling stations. Put forward relevant opinions and suggestions, reflecting Shanghai's technological innovation and industrial characteristics.


After careful discussion and research, the expert group believes that the revision of the regulations will help standardize the construction and management of fuel cell vehicle hydrogen refueling stations in Shanghai, improve the technical level, improve safety guarantees, and promote the development of hydrogen energy and fuel cell vehicle industries; The outline structure is reasonable, the content is complete, and the compilation focus is prominent; the revision work method and plan are reasonable and feasible. It also proposed further strengthening of research and benchmarking analysis for the follow-up work to provide technical support for the planning, construction and safety management of hydrogen refueling stations more effectively.


The "Technical Regulations for Fuel Cell Vehicle Hydrogen Refueling Stations" (DGJ 08-2055-2009) was proposed by the Shanghai Municipal Construction and Transportation Commission in 2008, compiled by Shanghai Xin'ao and Tongji University, and started on May 1, 2009 Implement. As a Shanghai engineering construction code, this regulation fills a domestic gap. It clarifies the design, construction, and acceptance of fuel cell vehicle hydrogen refueling stations for the first time. It played a key role in the construction and operation of hydrogen refueling stations at the 2010 Shanghai World Expo. In 2017, in order to meet the needs of industry development and government regulatory requirements, the Shanghai Hydrogen Energy Utilization Engineering Technology Research Center relied on Shunhua New Energy, Tongji University and other units to take the lead in organizing revisions in accordance with the "Technical Specifications for Hydrogen Refueling Stations" (GB50516-2010) and other national standards. Compilation work, and released the new "Technical Regulations for Fuel Cell Vehicle Hydrogen Refueling Stations" (DGJ 08-2055-2017).


This revision is the second revision since 2017. It was led by Shanghai Hydrogen Energy Utilization Engineering Technology Research Center, Shanghai Kunlun Xinao Clean Energy Co., Ltd. and Shanghai Shunhua New Energy System Co., Ltd. and invited Shanghai Gas Engineering Design Research Institute Co., Ltd., Tongji University, Shenergy (Group) Co., Ltd., Baowu Clean Energy Co., Ltd. and other leading enterprises, well-known institutions and industry experts will revise and edit, and will combine the needs of different application scenarios to strengthen the domestic and foreign hydrogen refueling station projects. The construction of benchmarking research and coordination and matching of the latest national revised standards fully reflect the technological advancement and operability of the regulations. The revision work is expected to be completed and released in the fourth quarter of this year.
